But, seriously, if it was taken out of the article context perhaps they are right. I mean, SA has put so much money into promoting condom use and it doesn't seem to have worked. But, realistically, thats probably because 1) People dont actually listen to the promotions and 2) People aren't educated enough and are probably just washing the things and reusing them till they break (not kiddin here!!) or buy them for R1 (20 NZ cents) from the corner shop where they are made of old shopping bags and have a thousand holes in them!
